A Study On The Current Situation And Countermeasures Of The Reform Of Official Vehicles In China

As early in1994, the State Council issued the relevant provisions about the use of official vehicles. However, over the past20years, the phenomenon of over-distributing of official vehicles and its low utilization rate has surfaced repeatedly, and the trend is getting worse. After the Third Plenary Session of the18th CPC Central Committee, the substantial measures about the reform has been taken by the new set of leaders, and a new round of reform about an honest administration must be enforced, among which the reform of official vehicles comes to the front. This paper will discuss and focus on how to find a practical and efficient route of reform.This paper first describes the concept of official vehicles and presents its related aspects, which develops the analysis about the issues of using official vehicles brought by the extravagance, corruption, irrational distribution as well as the lack of supervision. Followed by the further analysis on the official vehicles in large quantities, over-distribution and high cost beyond the budget of government as well as privilege awareness and social impact, the paper concludes that the reform must be enforced. Next, the paper analyzes the current situation that has taken place in China’s reform of official vehicles by taking Guangdong, Hangzhou and other cities as an example with a vertical and horizontal view, which comes to the conclusion that there are still plenty of problems in our reform such as doubts and questions from the masses, low recognition. Therefore, based on successful experiences of the official vehicles reform in United States, Germany and other Western countries, this paper gains enlightenment that the reform should focus on restricting the use and administration, controlling the distribution of official vehicles as well as taking advantages of the market. Finally, a comprehensive analysis on the basis of the lessons learned at home and abroad is carried out, pointing out the reform in the following aspects of strengthening the sense of public servant, training the concepts of conserving administration as well as deepening administrative reform. Plus, promoting social-oriented and market-oriented official vehicles, improving laws and regulations gradually as well as standardizing the use and management of official vehicles also must come to front.
