Extensive deepening of social economic development and social communication is causing worldwide corruption activities to grow in intensity. Corruption is no longer a single phenomenon involving only a certain country or individual but has become a shackle on political, economic and cultural development in all countries as well as a problem worrying the entire international society. The increasingly serious and common phenomenon of corruption has been attached great importance to by governments of all countries, which have launched a heavy attack on it and made an active effort to seek for a practically effective anti-corruption method and means and to establish and strength an anti-corruption mechanism suitable for the situations of their own countries.The problem of corruption has become a transnational phenomenon influencing politics, economy and society of countries worldwide. Corruption can be effectively controlled and corrected only by adequate, all-round international cooperation. The establishment of UN Anti-Corruption Convention sets up a uniform operative norm for the international anti-corruption cooperation. The establishment of international anti-corruption cooperation organizations, agencies and mechanisms facilitate greatly the formation of composite force for international anti-corruption.Anti-corruption measures and practical mechanisms in other countries, particularly the establishment and implementation of UN Anti-Corruption Convention, bring both an opportunity and a challenge to China in establishing an anti-corruption mechanism. On one hand, it accelerates the transformation of our government's concept and function in reigning and the further establishment and perfection of the legal institution and system to punish and prevent crimes by taking advantage of duty. On the other hand, it will be a long-term issue to satisfy the provisions of UN Anti-corrosion Convention and to achieve harmonious development of criminal law in China in order to prevent corruption to the greatest possible extent and control it effectively.
