The Definition Of Township Government' Role: A Discussion Based On Sustainable Development Theory

Sustainable development became an attractive topic of great concern and widely discussion in contemporary international society, and the orientation commonly taken by worldwide countries in their growth. Scholars in different fields are actively seeking the ways to reach the goal. This paper emphasizes that sustainable development ability is an organic component of sustainable development and the breeding and strengthening of which is the essential path.The development of Niangxi Town of Xinshao County has been restricted by many factors, these factors have affected the town negatively. In face of the movement of the state to develop China's central regions, it is of great significance to reach an advanced modern management of the town and the promotion of a healthy, whole-aspect of sustainable development if the town can better carry out the spirit of scientific development thinking advocated by the Chinese Communist Party's Third Conference (sixteenth session), thus to find a reasonable evaluating method to make objectively correct appraisal of the town's abilities in sustainable development.The thesis has argued that basic level government plays a direct, irreplaceable and leading role in promoting the sustainable development regarding education, mobilization and response to the public. Because o f the restriction of the government administration capability and the nation's GDP admiration caused by the misdirection of unilateral viewpoint on development, misleading of national economic accounting system and the achievement evaluation system of civil servant, a great amount of basic level government has long been of malposition, playing the role which is not exactly supposed to be, leading to both the decrease of its public administrative ability and the failure of social cooperation. Under this situation, basic level government has become the bottleneck of local sustainable development.The reform is being carried out in development and administration concept by our government. The call for scientific approach of development is the voluntary correction in the concept of development. The practice on the transformation of the government's function is the motivation of correcting the role of the government. As far as basic level government is concerned especially township government, the correct fulfillment of its function, effective public administration, the improvement on the sustainable development ability should be self regulated theoretically and practically. The basic level government should exert its function in accordance with the scientific approach of development through the improvement of programming system, successful social integration and cooperation and so on.The theory and approach of return of township government's role guided by sustainable development theory, can do good to Niangxi Town of Xinshao County. Only by surmounting the GDP admiration, correctly definition of government's role and successful social cooperation, can Niangxi Town gain a healthy and whole-aspect development in face of the movement of the state to develop China's central regions.
