| At present,the development of the tertiary industry in rural areas has become one of the important contents,the various tourism resources have become the choices of many local governments to develop economy,particularly the implementation of rural revitalization strategy.The development of tourism in rural areas has become the key point.Most ancient towns are located far away from the city,or located in the convergence zone between urban and rural areas.It carries the local cultural history and shows the advantages of cultural features.It makes the public pay more attention to the ancient town and put forward higher requirement.When governments develop these resources,they need to realize the unity of economic and social benefits while satisfying the spiritual needs of the public.This paper chose Lizhuang ancient town as a case study.Lizhuang is an ancient town of the War of Resistance against Japanese aggression with profound historical deposits and characteristic buildings.It has a history of more than one thousand years since its establishment.Its preservation and development is of great importance to the local community.This paper combined with domestic and foreign research on tourism resources development,and supported by the new public management theory and other basic theories to construct the theoretical framework of this paper.Analysis is carried out from three aspects of government planning,protection and coordination.Meanwhile this paper explains the current situation of Lizhuang ancient town,and summarize the various cultural tourism resources by collecting data and checking on the spot.On the basis of this analysis of the local government in the implementation of planning,coordination and other functions of the actual effect,clear government in which the important role.The analysis shows that in terms of planning,government-led planning is beneficial to ensure the stability of ancient town development;In terms of protection,effective government supervision is necessary for the cultural protection and sustainable development of ancient towns.In terms of coordination,highlighting the government’s guidance to residents,enterprises and other subjects is the key to balance the interests of all parties.According to the practices and achievements in the development of Lizhuang ancient town,this paper puts forward specific measures for the government in the development and protection of the ancient town.Including the government should adhere to the local cultural roots,dig deep cultural connotation,realize the characteristic development.It is necessary to coordinate all subjects,build a situation of government leading,community participation and market supporting participation,and form a joint force for the development of ancient towns.The government should pay attention to economic interests,it is necessary to do a good job of planning and publicity,and at the same time,it is necessary to do a good job of supervision,to protect the ancient town in place,and to achieve sustainable development. |
