The Conflict Of Power In The Comprehensive Enforcement Of Administrative Law Of City Management And Its Solution

The conflict of power in comprehensive enforcement of administrative law of city is the bottle neck of its deep going and development in an all-round way. Though many experts in this area have never given up their studies on the system of comprehensive enforcement of administrative law of city, few of them specially expound its theory and practice, but elucidating the conflict of power in comprehensive enforcement of administrative law of city is the real-life necessity and the logic starting in discussing comprehensive enforcement of administrative law.This paper mainly studied the concept, type cause of and the solution to the conflict of power in comprehensive enforcement of administrative law of city. Through the theoretical study, this paper introduced a hot discussion of the essence and cause of the conflict of power in the comprehensive enforcement of administrative law of city; elucidated that the essence of conflict of power is the benefit conflict and value conflict among the authority departments of administrative organ in law-governing, the cause of the conflict is the unreason in power conformity, restriction of economic foundation and the limitation in the system of the administrative law. Then exemplified by Changsha city, this paper also proved and analyzed the situation of the conflict of power and solution to the conflict of power in comprehensive enforcement of administrative law; pointed out that the essential solution to the power conflict is establishing the nationally uniform legal institutions of administration of city and the structure of administrative enforcement of administrative law. Then at the end of this paper, the author mainly analyzed the solution to the conflict of power in the comprehensive enforcement of administrative law of city, pointed out the basic principles in solving the conflict of power, proposed to establish troops of police in administration of city, and relief mechanism, supervisory mechanism of comprehensive enforcement of administrative law of city in order to solve the conflict of power in administrative of city.
