Study On The Construction Of Effective Government In China

Since 1970s, some western countries have reinvented their government in succession, and the goal of the reinvention was to construct an effective government. At the same time, our country has also carried out four large-scale government reforms, although these reforms have obtained some effects, but haven't extricated themselves from the strange circle of"simplification-expansion-resimplification-reexpansion"because they have paid more attention to system and structure, and less touched the substantial problems, like the relationship between government and enterprise,government and society,government and citizen, reorienting the role of government, reducing administrative cost, improving government performance etc. Effective government gets rid of the fixed pattern that lingered between"small government"and"big government", and provides a new visual angle to Chinese government reform; it transfers its focus from government scale and number of organization to the quality and efficiency of public management, and will help our government to go out erroneous zone of traditional reform, improve its capability and efficiency. It can be said that it is an inevitable choice for the new round government reform to construct an effective government with Chinese characteristic.Through the approaches of document analysis, comparative analysis, case research, base on absorbing the existing results of public administration, management, political economics, administrative law etc, this thesis studies the construction of effective government, one that under the decided ability condition, its action matches a cost-income principle, having ability in correcting market failure, avoiding itself malfunction, mobilizing the strength of third sector, to promote the sustainable development of both economy and society. Limited function field, good capability, high efficiency and focusing on fairness are its characteristics.Besides the introduction and conclusion, this thesis consists of four parts. Among them, the third and fourth parts are the emphases.The first part is a summarization of relevant theories. This part firstly combs the concept and characteristic of effective government. Secondly, reviews the important results of western governmental function theories in its different stages of development; exhibits the inevitable generation course of effective government.The second part analyses the necessity and possibility for our country to construct an effective government.From the view of government,market and third sector function balance, taking Chongqing,Xiamen and Shenyang as cases, after briefly looking back the successful construction fulfillment of effective government in western country, the third part focuses on reviewing the construction status quo of effective government in China. Subsequently, points out some main problems in the process of effective government construction in our country.The fourth part firstly illuminates the target orientation of effective government construction in our country is finite, nomocracy, democratic, decentralization, service government that its core is to promote ability, and its final goal is help to build a harmonious society. Afterwards, on the basis of digesting the practical experience in or outside China, aiming to the above problems, from the aspects of guide——changing idea, core——promoting ability, basic——role reorientation, discusses the realistic paths to construct an effective government in China.The innovation of this thesis mainly includes: At first, it pays more attention on combining theory study with practice, through taking the method of case study, tries hard to put forward some operable countermeasures. In addition, on the base of embodying the essential character of effective government, this thesis combines the realistic background of constructing harmonious socialist society, taking the promotion of governmental capability in building harmonious socialist society as key point, discusses the realistic paths to construct an effective government in China, and has Chinese characteristic.
