As the sponsor and executor of the Chinese marketability reform, the government's management system resides in central status in entire domestic system, but the key aspect in the government's management system is question of the government function, this question is more prominent after entrying WTO, there are already several years that joined WTO, the global economic brings more and more deeply influence to the government function, the question that how will the government function transform should be replied urgently. Along with our government agency reform being unceasingly thorough, we have already solved the question that the overlapping and redundant between government departments, there is a good beginning in the process of the government functions transform,but our country government function still have many aspects which not to be adapt to the development of new times socialist market economy. This transform of the government functions have manifested the fundamental adjustment of public management way, the government function marketability, the government behavior legalization, the government decision-making democratization and scientific, the government right multi-centralizations, traditional government management system's all aspects nearly all receive the impact from the reform tide, thus have to carry on a new carefully examining.
