Government Information Construction Of The Anhui Province's Government Portal

The government portal is a group of government websites, which puts theformally disperse government websites under a harmonious and unified catalog. It iscomposed of a central website and several other government websites. On the basis ofunified program and unified standard together with unified logo, the governmentportal supplies quality and integrated information, together with the services.As is known to all, the government owns about 80ï¼…of the total informationresources. With the beginning of "E-government" program in 1999, more and moregovernment websites are under construction. And also large mounts of informationresources are published on the webs. A government portal is the representation of thegovernment image, the media of government information openness, the windows ofgovernment propaganda, the bridge of conveniences for citizens, the tools of adminis-trative supervision. But all of the four functions are guaranteed by the information onits portal. So the main content of this paper is how to strengthen the informationresources construction on the government portal.The paper consists of 5 parts. Part 1 is a brief introduction to researchbackground and review. In this part, the basic theory and the relative factors ofgovernment information construction, government portal information construction,and government information construction of developed countries are Systematicallyarranged. Part 2 first illuminates the theories of government information, including theconcepts, types and characteristics, and further discusses the methods andtechnologies of government information organization are discussed, for example,classification,subject and metadata especially the GILS. Part 3 is an introduction ofthe history and development of the government portal of Anhui Province, in which thepurposes, principles of the websites construction, the column establishments areelaborated. Part 4 and Part 5 are the case study of Anhui Province with its localconditions. Part 4 analyses the existing problems of government informationconstruction of portal, then Part 5 proposes some suggestions correspondingly.The feature of this paper is that it is a systemic discussion of information resources construction of government portal on the basis of Anhui Province's practice.
