| Information resources are the contest focus of economic competition andcomprehensive national strength in contemporary social.The national government hasthe most complete and extensive information resources which contain important socialvalue and economic value. If a large amount of information resources can be value-added exploitation, it will bring contribution on socio-economic development. Thevalue-added development and utilization of the government information resources inour country are not particularly mature. Therefore, we need to find a mode which isvery reasonable and effective to promote the government information resources to thefull development and utilization.Firstly, the article represents by the United States and the United Kingdom,introduces the specific models of government information resources value-addeddevelopment and utilization in developed countries, and analysis and points out thattheir successful experiences have the important enlightenment function on theconstruction of the model of Chinese government information resources value-addeddevelopment and utilization. Then, according to the problems of model of Chinesegovernment information resources value-added development and utilization, the articleputs forward to establish new models of government information resourcesdevelopment and utilization to establish a market-oriented, advanced electronics andinformation technology and government information service innovation as the core, andexpounds the contents,construction principles, constructing the idea, frameworkdescription and implementation process about the model. Finally, in order to ensure thenormal operation of the entire model, the article builds six areas of governmentinformation resources value-added development and utilization model which includes security, feedback, pricing, certification, service, supervision, and analysis of theimplementation method and inherent association of the entire operating mechanism. |
