In China, property management is a new matter coming with the overall reform and open policy of China, scattering from Shenzhen to all of the country. It's just a 20-year story! However, with the growing of real estate market, property management gradually becomes a very important issue regard public rights. As a new industry, there are many social problems in real estate market. For instance, the outdated regulations and property laws structures are in their way to market-oriented one. In June of 2006, the national council unveiled Regulation on Property Management, which is a milestone of Chinese real estate market and means our market came into a new era: standardized and regulated market. The purpose of property management is to maximize the property value of property-owner, which is the subject, object and beneficiary of property management activities. At the same time, when the owner entrusts property management companies to exert their supervisory rights according to the related laws, the owner is managed. What this article discussed is different from the old traditional property management of to be managed. It emphasized owner's dominant status in property management, making this business line standardization, protecting owner's rights, designing harmonious uptown's orderliness and pushing the houses market healthy developing.This article was divided into four parts. The first part introduced the owner property management system's basic concept that is a foundation for the following dissertation. The second part cleared owner property management's basic content and related obligation which direct owner's right direction for his rights. The third part discoursed upon owner's autonomy in property management, and emphasized how to use his rights in property management. The last part introduced the legal relationship between the owner and the property management company, further expatiated how to solve the problem when the owner and the property management company conflicted.
