Entrepreneurial Government Theory Based Study Of Government Performance Improvement In China

It is the common recognition in government reform of many countries to establish a government with high performance, but government performance improvement, which is concerned with such aspects as government administrative idea, institution system and technology, is an overall systematic project. A lot of problems hinder the effective improvement of governments'performance for the influence of inherent idea, backward system and technical gap. With the coming of economic globalization and information era, government's performance has exerted great impact on the development of economy, society, culture and so on. It is necessary for government to improve performance effectively in order to make all causes go on smoothly in the new era of continuously deepening reforming and opening up to outside and perfecting socialist market economy.Entrepreneurial government model, which helps the government sector set up customer—oriented and service idea, promotes public servants'enthusiasm and creativity through introducing entrepreneur spirit into government to solve the low government performance problem. Entrepreneurial government practice achieved greatly in western countries, the government performance was improved obviously, and the entrepreneurial government theory is also perfected continuously in practicing. This paper summarizes the essential intension of entrepreneurial government theory through knowing theoretical background of entrepreneurial government in western countries, analyzing through comparing the different government performance improvement practices based on entrepreneurial government. Focusing on government performance and entrepreneurial government, the paper first analyzes the present performance status in our government; then discusses the existing problems which hinder the improvement of government performance and its reason; at last, on the basis of entrepreneurial government theory, the paper puts forward effective channel from the aspects of idea, system and technique to improve performance of government in China.As a conclusion, the paper holds it is feasible to introduce entrepreneurial government model into our governments, for it can improve the performance of governments efficiently. But the aspects of technique, institution system and the administrative idea of government need a systematic reform, adjustment, and perfection based on our governments'realities are also needed.
