County Government Administrative Efficiency Research Basic On Entrepreneurial Government Theory

The elevation of government efficiency, especially the efficiency of basic levelgovernment, as a major task for China’s administrative system reform and the coreidea for government function-transition, is paramount for the cohesion of China andthe enhancement of confidence in Chinese Socialism theory, path and system.Nowadays, in parallel with the expansion of county region and the development ofeconomy, social contradictions are increasingly acute, while the executive-efficiencyelevation of county government, which is significant in advancing governmentcredibility and meeting social, can exert profound influence on the following aspects:(1)to improve executive environment and innovate management method;(2)tostrengthen regulations and rules on power;(3)to promote government team-buildingand elevate executive capabilities;(4)to stimulate the goal-realization of governmentadministration and advance reform process.The article approaches efficiency-elevation from the perspective of“entrepreneurial government”, reviews theories about entrepreneurial government,county government and executive efficiency, and illustrates the feasibility of theadaptation of county-government enterprisation: examine the status quo of itsexecutive efficiency, describe the agreement between “entrepreneurial government”theory and the executive efficiency of county government, and identify some points inpractical implementation. Upon probing into efficiency-development practice, thethesis reflects on both achievements and difficulties in the process, and realizes thatthe fact of low executive efficiency in county government, combined withadministrative reform and function-transition, places much pressure ongovernment-enterprisation, while research practicality emerges on the premise of theaccordance between the core idea of entrepreneurial government and the goal ofefficiency, and successful enterprisation practice in western countries. To conclude,the study proposes four most valuable parameters (entrepreneur spirit, capability,business mode, and management approach) in “entrepreneurial government” theory toexplore the method of elevating efficiency in specific county government context.This research illuminates the consensus that entrepreneurial government couldadvance efficiency elevation, therein contributing to the localization of enterprisingtheory. Nevertheless, there still exists many defects in the article on account of author’s incompetence and there is much room for further theoretic research in theanalysis of the combination of entrepreneurial government theory and efficiency.
