The Entrepreneurial Government theory of David Osborne was the main theoretical basis of the "New public Management theory" campaign which arose in the 1990s. The foundation of this theory, on one hand, was influenced by the particular economic and political environment as well as the economic theory, on the other hand, it also subjected to the personal background of Osborne. The aim of this theory was to transplant the method used in the enterprise to the government. To achieve the aim of the government reengineering through changing of the mechanism and driven force of the government, Entrepreneurial Government theory focuses on efficiency, and also come up with some useful strategies which had far-reaching effect.Though this theory has a number of advantages, the truth is that we can’t ignore the drawback. It is no doubt that there does exist disadvantages in this theory, but the principles and strategies of this theory do have its values. This essay first looks back to the background of this theory as well as the foundation of this theory, then it focuses on two sides, on one hand, the characteristic of this theory, including professional management and the introduction of competition; on the other hand, discussing the drawback of this theory.
