On Public Governance In Risk Society

Chinese society is be placed in the key period of society transformation and modernization at present, facing a challenge of dual "risk society" whick comes from modernity and society change. Comparing with traditional social milieu, the characteristic of public affairs environment on China is more complicated and unsteady. The mechanism of traditional public governance is in hot water, which is dominant by state&government. For responding this important situation, a new mechanism of public governance must be built up which is provided with forecast and dynamic adaptability. It can only be realized by breaking the traditional public governance mode which is predominant with government and establishing a persistent mechanism including all stakeholders such as government, society, business enterprise and citizen etc. Only based on the expandedness about the benefits of all stakeholders, the usefulness of the public governance can be effectively raised to evade risk and promote public welfare, and to bulid harmonious socially.
