The policy is the main product outputted by modern governments. It is the basic link that realizes the interaction between the governments and the society. The governments administer public affairs and distribute social benefits by constituting and executing a series of policies. In real life, however, with increasing complexity of policy problems and environments, policy executing becomes more and more difficult, and policy executing obstruction phenomenon becomes more and more prominent, which has seriously affected the realization of policy targets and caused the government supervisory work to fall into the difficult position of low efficiency and even void. Speaking of the essence of the policy execution, its core is the administering movement encircling the public, and is the executor'accept or reject behaviors according to certain value orientation and value judgement. And the policy execution is infiltrated by the executor'subjective consciousness in the entire process. So it inevitably involves ethics morals problems. Therefore, it undoubtedly has important academic value and practical significance to examine existent problems of the policy execution and search approaches to resolve the policy execution obstruction by embarking from ethics angle of view and grasping certain ethics standards.The article takes problems proposing, analyzing then solving as its logical master line. It attempts to carry on a new consideration and cognition of the policy execution obstruction from ethics angle by synthetically using inductive and deductive method, case analytical method, comparative analytical method and literature researched method. First, it expounds the policy execution obstruction academically and practically. In this foundation, it analyzes the ethics attribute of the policy execution obstruction. And it indicates that the ethics regulation is the persistent effective mechanism to prevent and control the policy execution obstruction, which mainly includes four aspects: strengthening the ethics guidance in the course of policy formulation, cultivating the ethics personality of the policy executor, perfecting the ethics safeguard mechanism of the policy execution and intensifying the moral responsibility of the policy participation of the policy execution objects.
