| Power corruption has a long history,It’s always a public enemy of the world.It has an immeasurable impact and jeopardize on the government’s image,punishing corruption is a key priority to every country on national governance.The grassroots administrator as a forefront on policy publicity and implementation,it has great importance with incorruptibility.If grassroots administrators become corrupt,on the one hand it will seriously damage the vital interests of the people,and damage government’s image.On the other hand,it will cause serious setbacks to socio-economic development,even compromise national security and peace.Carrying out urban grassroots corruption could effectively promote the comprehensive construction,establish a honest and upright image of party members and leading cadres,consolidate the party’s political power and career development,so that promote the socio-economic development.After studying a large number of domestic and foreign governance related literature about construction of administrative ethics and corruption,and combined with the actual work of its own,taking the urban grassroots corruption in G city as an example,this paper attempts to study the problems of urban grassroots corruption from the administrative ethics conflict standpoint.This article starts with issue of urban grassroots corruption,manifestations and types in City G,and analyze the causes of corruption from the administrative ethics conflicts standpoint.Research and analysis show that the main reason for urban grassroots corruption is multiple and complicated roles of civil servant.Under the influence of the rapid development of social economy,public resources in the hands of civil servant,it is becoming the profit carrier that rent seekers compete with.High profit returns has an impact on civil servants’ service awareness and public awareness,resulting in misconduct and corruption.And caused of the country is not perfect on administrative ethics related laws and regulations,there is no special ethical legislation,and the lack of legal enforcement of the moral behavior of civil servant.It is difficult to achieve administrative ethics standardization by relying on internalized moral consciousness,results are not satisfactory.Effectively administrative ethics supervision can effectively prevent the occurrence of corruption and ensure the administrative power operated justice and equity.However,administrative mechanism in our country is not perfect enough nowadays,and the lack of independent administrative ethics supervisory body,the lack of intergration in the administrative supervision system,and the insufficient channels for mass participation in administrative ethics supervision,all make the progress of administrative ethics construction fall behind.This article uses comparative analysis to analyze and study the administrative ethics construction in the United States and other countries,and get enlightenment,puts forward relevant suggestions for strengthening administrative ethics construction combine with country’s national conditions: First,cultivate administrative ethics awareness and highlight the role of "public person";Second,perfect the relevant laws and regulations of civil servants’ administrative ethics;Third,to strengthen the administrative ethics training of civil servants at the grassroots level;the fourth is to optimize the administrative ethics environment and take multiple measures to promote the development of country’s combat corruption and build a clean government;Fifth,strengthen administrative ethics supervision. |
