The administrative personality qualitative appraisal has been involved in academia,but it is lacking in quantitative analysis of the administrative personality appraisal.This paper taking the fuzzy synthesis judgment principle as the basis,has constructed the administrative personality appraisal model.It is the preliminary attempt to combine the appraisal of administrative personality with qualitative appraisal and quantitative analysis.The appraisal of administrative personality is a process that appraisers basis certain principle,use the science standard,method and procedure to appraise the administrative personality and rank them.The appraisal of administrative personality should follow the principles as followings:the democracy principle,the objective principle,the comprehensive principle,the contingency principle and the principle of combining qualitative appraisal and quantitative appraisal.It is significant to appraise administrative personality.It is helpful to perfect official's appraisal system;It is also beneficial to improve the efficiency of administrative organization;and it is also advantageous to suppress corruption fundamentally.The appraisal of administrative personality is based on a series of appraisal indicators.According to the systematic principle,the relative independent principle, the measurable principle,the principle of combining crosswise and longitudinal,this paper has selected character,temperament and ability as foundation personality,and taken administrative consciousness,administrative values,and administrative quality as value personalities to construct the basic indicator on administrative personality appraisal.Meanwhile following the principles which should be followed,this paper has selected a series of two levels of indicators and three levels of indicators,and formed the entire administrative personality appraisal indicator system.According to the different influence of various indicators to the administrative personality,it is necessary to determine the weight of each appraisal indicator.So the paper introduces how to determine the weight of administrative personality appraisal indicators in detail.This paper establishes the administrative personality appraisal model following the fuzzy synthesis appraisal principle after constructing the administrative personality appraisal indicator system.The basic steps of the model are:firstly,determining administration personality appraisal factor collection;Secondly,determining administration personality judgment collection;Thirdly,determining administration personality basic quota assignment collection;Fourthly,determining transformation matrix;Fifthly,counting the appraisal result;Sixthly,calculating the finally appraisal score.This application of this model should make some adjustment according to actual situation,so that the result will be conform to the reality.The model of administrative personality appraisal should not merely be restricted in the theory.This paper has made the simulation application to this model,and analysised the application result.However,lacking the correlation actual investigation and study,the administrative personality appraisal model also should be given the further research in practice to make it perfect.
