Study On The Synthesis Evaluation Indicator System And Application Of Infrastructure Projects

Project synthesis evaluation is very important in the building of infrastructure project and is significant to the economical benefits of the project and can make project achieved in time. It is very important to economic benefits, project's quality and governmental decision-making. The aim of setting and implement evaluation system has been setted as follows:1. In order to make the design of project perfect, an evaluation has to be done before the project begins; 2. In order to find problems, solve them, or make the scope of project smaller or even be stopped, an evaluation has to be done during the process of project; 3. In order to evaluate the effects and the social influence of the project, an evaluation has to be done after the project.The method used in this paper is the combination of researching theoretically, investigation and researching in cases. At first the research situations of project synthesis evaluation in our country and abroad have been researched in detail. By this research, we can know the important contents and problems, which need to be improved of project synthesis evaluation. Secondly, according to the actual need of project synthesis evaluation, the main contents and framework of new project synthesis evaluation indicator system is proposed. Then, the concrete contents of new project synthesis evaluation indicator system are explained in detail and each concrete indicator is defined and explained. Finally, the uses of new project synthesis evaluation indicator system are illuminated by concrete instances. The advantage of the new project synthesis evaluation indicator system is analyzed and summarized by the concrete instances too.New project synthesis evaluation indicator system consists of all aspect of project from feasibility study to checking and putting into use in the last phase.
