The procuratorial organs are important national legal supervision organs and perform a variety of functions, such as the investigation of the crime and the supervision of law enforcement. In order to improve their effect, it is necessary to establish a reasonable assessment system.Since most of the assessments for the procuratorial organs are qualitive assessments which are based on the govermental assessment system, they can not show the characters of procuratorial work. The aim of this article is to set up a reasonable assessment system of the procuratorial organs by using theories and methods of management, so this system can be used to assess individuals as well as sectors in procuratorial organs, and to make reasonable decisions of promotion and punishment.In the first part of the article, an outline of this article and some important difinitions are given in this article, such as the performance appraisal system of procuratorial organs.In the second part of the article, a theoritical frame of performance appraisal system of procuratorial organs is set up by appling some important theories, such as principal-agent theory, complex system theory, job analysis theoey, fairness theory, etc. This part will contribute to the the empirical analysis part of this article.In the third part of the article, a present status of the performance appraisal system of procuratorial organs in china is discussed as well as in other four countries, and some drawbacks in performance appraisal system which should be coped with will be found.In the forth part of the article, the performance appraisal system for procurators will be set up. Firstly, factors of assessement are acquired by focus talking method, job analysis method and other methods, secondly, the exploratory factor analysis and second order confirmatory factor analysis method are used to establish the performance appraisal system for procurators. Finally, this system will be applied to assess a specific procurator by using360degree evaluation. In the forth part of the article, the performance appraisal system for sectors in procuratorial organs will be set up. Firstly, the procuratorial organs are divided into several sectors, according to their different job features. Secondly, performance appraisal system is established for sectors by appling analytic hierarchy process method with triangular fuzzy number. Finaly, this appraisal system is used to assess sectors in procuratorial organs by using technique for order preference by similarity to an ideal solution based on triangular fuzzy number.In the last part of this article the conclusions are drawn from the content mentioned above, and some suggestions of how to establish the performance appraisal system of procuratorial organs efficiently and reasonably are mentioned.
