Study On The Operation System In New Countryside Construction

The social system has been classed clearly in modern society. Different social organization play different role and be responsible for different function when operating the society. It is a great goal and formidable task to construct a new socialist countryside so that an efficient organization structure is in need. The author studies the status and function of the rural organization structure in new socialist countryside construction and point out creating a new organization structure and improve operatingefficiency is the only way to construct new socialist countryside.This study focused on five kind rural organizations such as peasant household, ruralcooperating economic organization, villagers committee, rural government and the primary organization of the Party. The author analysis the problem lies in these 5 kind organizations and realizes that they can not meet the need of constructing new socialist countryside. The primary problems are the cooperation economic organizations are still immature and in a wrong status, the efficiency of the organizations are slow and can not play a full role. The author discusses the reason of these problems based on analysis on current operating situation of rural organization structure. A new way and method to improve the efficiency of organizations are proposed on role location, function design, system creating and mechanism optimize. The author proposes that we should strengthen the rural cooperating economic organization and villagers committee, change the function of government to play leading role well, strengthen the building of village party organization to play guidance role well.
