A Study Upon The Restrictive Factors To The Exertion Of The Ruling Ability Of Communist Party Of China

The construction of the ruling ability has always been a historic projectwhich has great practical significance since CPC got the ruling power. While theentry of the new century, with the international and domestic environments`rapid change, the work to enhance the construction of the ruling ability becamemore pressing. Although the scholars have done fine efforts in this field, therehas been no one to take the restrictive factors to the exertion of the ruling abilityas a special topic. So this topic is an initiative job which has great significance.Based on Marxism-Leninism and Deng Xiaoping Theory, the articleanalyse the restrictive factors to the exertion of the ruling ability from bothsubjective and objective aspects, and then work out some suggestions to resolvethese problems. The dissertation consists of six chapters. In the first chapter,tolay a sound foundation, the author mainly elaborates the significance of the topic,analyses present situation of research。The second chapter expains some basicconceptions. In the third chapter, the author analyse respectively fromconsciousness of market economy, consciousness of democracy, andconsciousness of law, to state the subjective factors` influence to theconstructions of the ruling ability. In the fourth chapter, the author talk about thesystem and environment to exhibit the restriction of the objective factors to theconstruction of the ruling ability. After that, in the fifth chapter,the author worksout some feasible methods to resolve these problems existed in the currentsystemThe last chapter is conclusion.In all, the restrictive factors severely limit the ruling status and theconstruction of CPC itself, and therefore to limit the progress of thedevelopment of the society and the modernization. So it`s a project which hasthe reality and pressure. To enhance the construction of the ruling liability and the ruling level, we still have a long way to go.
