In the New Democratic Revolution Period and socialist revolution and construction, especially at the beginning of State Found and Reform and Opening. Chen Yun, as one of the important members of the first and the second collective leadership of the Central Committee of the Party and one of the inaugurators and founders of the socialist economic construction of China, always pays attentions to sum up the experiences and lessons of the party building, probes into the characteristics and the law of party building, and forms of Chen Yun on the ruling ability construction of Party, which are making an important contribution for Marxist on the theory of ruling ability construction about China and still have important reference meanings for the great new project to still push the Party's construction and to enforce the ruling ability construction of Party and to construct Chinese Communist Party and Government.The paper studies on the theory of Chen Yun on the ruling ability of Party, follows the principle of consistent logic and history, and bases on works of Chen Yun, to systematically card the contents of Chun Yun on the ruling ability of Party, and further discus the features of this theory to have an enlightenment effect of reality.The first part of the thesis is the introduction, which presents the significance of this paper, the research status idea and method, it aslo introduces the logical structure of Chen Yun's thought about the Party's governing ability construction.The second part of the thesis presents the formation condition of Chen Yun's thought about the Party's governing ability construction, which includes the inheritance and development of the theory about the Party's governing ability construction in Marxism, his personal experiences and the grasp of reality.
