The Research On Accountability For Local Government

The purpose of accountability for the local government is to regularize the behavior of the local government and make sure the liability carried out in a proper way. The research is concerning on how to rationalize the local government accountability theoretically.First, the paper states the basic definition and theories. Second, it introduces the changes of the local government accountability during the past years, as well as its current situation, especially emphasizes the imperfection. Then, the thesis analyzes the reasons for perfecting the local government accountability system.At last, after observed and studied the methods for accountability of the relatively developed countries and Hong Kong China, we put forward some suggestions on how to improve the efficiency of local government. Major conclusion and contention is as followed: 1.Intensifying the legislation on accountability. 2. Emphasizing the co-ordination between the government and the Party, perfecting the accountability within the Party. 3. Regularizing the relationship among the three instructions of the local government, clarifying the responsibility and authority of the government. 4. Rationalizing the function of the local government accountability, establishing a construction leading relative activities. 5. Constructing a better outside environment to support the local government accountability.
