Since ancient times, freedom of migration has been one of the basic rights for human survival. This basic right contributes to the reasonable population migration of society, and promotes the positive development of the culture, politics, and economy. In ancient times, as natural resources were relatively abundant, freedom of migration was under few restrictions. However, due to the establishment of countries and the worsening scarcity of natural resources, governments have taken politic and legislative measures to rule people's migration. Obviously, in western countries, the constitutions, to a large extent, recognize and protect people's right of migration, with certain necessary restrictions as supplements. Therefore, on the whole, the migration right is slightly affected. While in China, we have not only canceled the provisions on migration right in the Constitution of 1954, but also adopted household registration system which makes the migration right almost infeasible. In this essay, the author analyzed the relative provisions of migration right home and abroad through comparison method, pointed out the significance of carrying out liberal migration in China, and put forward some tentative ideas and measures about the reformation of Chinese household registration system, so as to make the liberal migration really feasible in China.
