| The theory of administration has been a key tool to analyze the mode and process of governments ever since 1990s. This article focuses on Functional Transition of Suzhou Municipal Government Perspective of Administrative Theory.The innovation of government function chooses governing, which is a synchronous process of the transformation of government functions. In the framework of administrative theory, government in Suzhou undergoes three phases: before the reform and opening up(1950s to 1978), after the reform and opening up to entering the WTO (1979 to 2001) and after the entry of WTO (2002 to present). From the comparative study ,Suzhou Municipal Government in the past years has to some extend carried out transformation of administrative activities, but fundamentally speaking still assuming the charactcristic of omnipotent powerful government.The motive of function transformation of government in Suzhou derives from both objective and subjective sides. The objective reasons lie in actual economic development while the subjective reason lies in governments adapting to the economic environment and change from governing by people to governing by law, pro-business and service to overall society. Government's administration gradually focuses on the problems of strategy managing, recourses managing, social coordinating, conflicts solving and so on.Therefore, the future direction of Suzhou government functional transformation should be biased towards customer or market oriented, providing social welfare, enhancing administrative integrity with increasing popularization of electronic technologies. Measures should be taken on transforming the administrative mode, renovating the social management system, introducing service agencies, building responsive government and electronic government as well as enhancing overall quality of administrators.So as to achieve the goal of"conscientious administration"in terms of administrative perspectives.
