Governmental Function In The Policy Implementation Of Independent Innovation

A successful policy lies on the valid implementation, which needs the rational performance in the function by government. Therefore, it is a good choice to control policy implementation by developing governmental function, and it would increase the success ratio of the policy. As an important public policy in the near future, independent innovation calls for a rationally planed implementation. While how to put the policy into practice efficiently is ambiguous, or even missing in details. In this dissertation, the meaning of independent innovation is firstly introduced, and then the governmental function is needed. By the analysis, the reason for the policy ineffective implementation is found: the complexity in each process of the independent innovation implementation, including the complicated environment in internal and external; the complicated relationship and responsibility among every participant; the complicated processes in independent innovation implementation. Because all the reasons mentioned above, the implementers sometimes do not understand or even misunderstand the policy. As a result, they fail in implementing, and weaken the executive force of the policy, lower the efficiency in governmental work, and go against the construction of the harmonious society. Therefore, it is necessary to deeply analyze the independent innovation policy, and find its shortcomings. The dissertation focuses on the governmental function by policy implementation analysis: first, the government should give the support of other relative policies, including policy of finance, revenue, human resources, and insurance; second, the government supports the legal guarantee, especially the market order and protection to intellectual property rights, to inspire the enthusiasm of the enterprises; third, government should position the role of itself as a macroscopic part, and make sure the steady main part of enterprises in the activity of independent innovation; fourth, the government should improve the ways of administration, to make sure that the policy is implemented reasonably. To sum up, on the precondition of the propriety of doing governmental function, the policy can be implemented rationally and effectively.
