Research On The Function Of News Media In Policy Implementation

The implementation of public policy is the act of transforming the decision-making scheme from words into reality and an important way to achieve the policy goals.Effective implementation of policies is the key to the implementation of good policies.With the rapid development of the information society,mass media are flooding in all aspects of social life,and some scholars refer to the status of news media in society as "the fourth right".In the process of policy implementation,news media also plays an important role,playing a unique function.These functions can even play a decisive role in the operation of public policy system.In recent years,China’s social public interest demands have been heating up.Under such circumstances,the media exert its social function,accurately convey the aspirations of all levels to government departments,try to coordinate the interests of all people,promote the scientific and democratic implementation of policies in the policy environment,and play an active role in maintaining the appropriateness and effectiveness of interest distribution.Faced with the new operation mode of "media convergence",the adjustment of media structure and the change of public opinion ecology bring new opportunities and challenges to the role of news media in the process of policy implementation..So this article takes the Smith policy implementation model theory as the research basis,and takes Liaocheng Daily as the specific research object that exploreing the function of news media in policy implementation.Specifically speaking,the literature review method is used to collect information on public policy and media policy implementation at home and abroad.Provided ideas for the research of the thesis.In this article,we introduce the theory of public government and policy implementation,and explain the definition of Smith’s policy implementation model theory and the relationship between various influencing factors.Provide theoretical support for the research of the thesis using "Liaocheng Daily" as a case,analyze the various elements in the model.At last,we put forward four suggestions that news media will strengthen the function of think tanks,improve the utilization of think tanks,strengthen the supervision feedback to the executing agencies,enrich the information collection channels of target groups,and guide the benign policy environment.
