In order to normalize college running and facilitate better development of independent colleges,the national Ministry of Education issued the policy of <Independent College Setting and Management Approach>(hereinafter referred as to the Policy)in 2008.The Policy says the present independent colleges are required to be reset in 5 years.It also says,for those who cannot reset or are not willing to run college the present way,they should be converted into private colleges or incorporated into other public colleges.By the end of October 2018,only62 colleges have been reset successfully,the resetting proportion is merely 22.3%,which is far behind the expectation of the Policy.This article mainly analyses a series of dilemma and problems,such as “resetting slowly”,“unwillingness to reset”,“fear of resetting” “failure to reset”,etc.which arise in the process of implementing policy of resetting colleges in Guizhou province.By employing the Smith Model in the Method of Public Policy Enforcement,the author makes an attempt to figure out the reasons that many independent colleges in Guizhou Province fail in resetting,and analyses the value and process of Guizhou implementing the Policy from the aspect of the implementation of publicpolicies and the theory of stakeholders.The resetting of independent colleges has its own specific realistic background and policy background through literature review.The author conducted a series of questionnaire surveys about 8 independent colleges in Guizhou and depth interviews with administrators from several colleges,and concluded that independent colleges in Guizhou are confronted with many problems,including institutionalization,shortage of funds,construction of teachers group,imbalance of interest,and informal authorization.Furthermore,by employing the Smith Model,this study attempts to make out the the framework of the study and to conduct the researches from the following four dimensions: idealized policy,executive body,target groups and execution environment.At the same time,interest expectation and interest difference are analyzed through the theory of stakeholder in the process of implementing the Policy,the role that the stakeholders play and the motive that they have in implementing the Policy have been found.Also,the correlation relationship between the idealized policy,executive body,target groups,execution environment and the implementation of Policy have been analyzed.In order to facilitate better improvement of independent colleges,we should properly adjust the standard of evaluation and acceptance inspection,revise the policy,respect history,strengthen the top-level design,execute classified guidance and management.Also we shouldtake into consideration the interest expectation and difference of stakeholders,perfect the laws and regulations,and make effort to realize the healthy development.Meanwhile,we should stick to transform government functions,make good “decentralization,management and service” reform,and continue to solve some realistic problems in the course of resetting by means of property rights of mixed ownership.In order to facilitate the development of independent colleges,we should make scientific orientation,strengthen connotation construction,improve the quality of talents and enhance the competitiveness.
