The Local Authority Public Project Entrusts The Agent Risk Management Research

This dissertation takes the research into the risk management of principal-agent structure in local government's public projects as an important penetrative and sparking point for the joint research into public management study and risk management study. It not only makes the selected topic have the characteristics of theoretical forefront, realistic orientation and practical instruction, but also foregrounds the overlapping and merging among different branches of learning. Furthermore, this dissertation broadens the new patterns and methods for the research into public management study.It can be divided into five chapters. Chapter 1 expounds the source of the selected topic at first and then puts forword the dissertation's threads, methods, content and originality on the basis of analyzing the background and significance of the topic and commenting on the domestic and foreign results about the principal-agent structure of local public projects. Chapter 2 focuses on analyzing the definition, procedures, methods and effects of the risk management of principal-agent structure in local government's public projects on the basis of defining the connotation of principal-agent structure of local public projects and local government 's public projects. In Chapter 3, it analyzes and extracts the content and its manifestation of risk management of principal-agent structure in local government's public projects from three aspects: local government management company for local public projects and contractors of local public projects. The conclusion and analysis about the risk management of principal-agent structure in local government's public projects are given in the Chapter 4. This chapter intends for the principal factors which prompt the risk of principal-agent structure in local authority's public projects, setting forth specific contermeasures for evading the risk of the structure from three aspects: strengthening the risk supervising; intensifying the operating administration; and creating the insurance system. Chapter 5 attempts to utilise the latest products of the modern information technology and electronic computers, developing a fundamental software frame of the risk management to improve the efficiency of the risk management of principal-agent structure in local government's public projects.The main research results and fresh ideas in this dissertation can be displayed as the following: the first one is constructing an index system and an evaluation model for risk evaluation of the principal-agent structure in local authority's public projects; the second one is putting forward countermeasures for the risk of principal-agent structure in local authority's public projects; and the third one is exploring a preliminary frame of the risk management software about the principal-agent structure in local authority's public projects.
