Research On Relationship Between Local Government Performance And Regional Economic Competitiveness

Regional economy is the secondary economic system under the national economic system. Development of regional economy and promotion of regional economic competitiveness can promote and lead to a whole development of the national economy. Improving and enhancing regional economic competitiveness is a strategic measure for a region to have a quicker, more sustainable and sound development than other regions in terms of market economy. Therefore, research on regional economic competitiveness has been a hot topic in academic field in China recently. Local government plays a significant role in developing regional economy and promoting regional economic competitiveness. High efficient local government makes the basic drive of promoting regional economic competitiveness. Government's effective system, legislation and policy have tremendous contribution to cultivate and enhance every essential factor of regional economic competitiveness, as well as to promote the whole competitiveness.Local government performance and regional economic competitiveness have a close relation. Local government performance is one of the factors which affect regional economic competitiveness. Whether the regional economic competitiveness can be promoted continually or not depends on the level of local government performance to a certain extent. The local government performance is also influenced by the regional economic competitiveness. The fast development of regional economy requests unceasing enhancement of local government performance objectively. Promotion of regional economic competitiveness can promote improvement of local government performance.Based on theoretical results from domestic and foreign studies of local government performance and regional economic competitiveness, the article discusses the intrinsic relationship between local government performance and regional economic competitiveness. Firstly, we propose the definition of local government performance and regional economic competitiveness. Secondly, we determine choice basis of constituent elements of local government performance and regional economic competitiveness, and make a clear analysis of core constituent elements of local government performance and regional economic competitiveness. Thirdly, we elaborate the reciprocal relationship between local government performance and regional economic competitiveness profoundly, and discuss the influential mechanisms of local government performance to regional economic competitiveness and the counteraction effect of regional economic competitiveness to local government performance. Finally, based on the analysis on reciprocal relationship between local government performance and regional economic competitiveness, the article proposes basic strategy of enhancing local government performance and promoting regional economic competitiveness.
