In October 2005, the 16th NPC presented that building a new socialist countryside with "plentiful products,ample lives,civilized villagers,good living conditions and democratic administration" is one of the major historical mission in China's modernization process. Farmers, the main part of building a new countryside, play a dispensable role in this process. To build a new countryside results from cultivation new-type farmers. Only by training and nurturing the well-educated, skilled in farming technology and management and law-abiding new-type farmers can we accomplish all tasks of new countryside construction.Currently the Chinese farmers are lagging behind ideologically, with cultural quality on the lowside, short of science and technology expertise and law-awareness. Relatively low quality becomes the vital issue badly needed to be solved in the process, particularly in the backward Xinyang region. Therefore, the study on cultivating new-type farmers in view of this situation is a problem theoretically and realistically.This paper discusses the status quo, the root-cause and the cultivating of farmers 'quality from various angle, based on the real condition in Xinyang city, Henan province, with "Cultivating new-type farmers against building new countryside" as the subject of research.The paper falls into five chapters. Chapter one, introduction: analyzing the status quo and progress about the study of farmers' quality both at home and aboard, listing the basic theory of enhancing quality and study methods; Chapter two, analysis of the status quo and cause of low farmer's quality in Xinyang, analyzing the status quo and cause of moral quality, science and technology quality, business and management quality, democratic and law quality, health care quality. on new demand for quality to build new countryside, in light of the first-hand data acquired by the author; Chapter three, analyzing the negative impact on new countryside construction, imposed by low farmers' quality; Chapter four, the nurturing of new-type farmers, based on the previous analysis, in view of the local geography and agriculture features, proposes series of feasible measures and suggestions on how to nurture and mould. All these measures presented on the basis of theoretical analysis and practical proof, therefore will have very important value for reference in terms of scientific decision made by related agencies, the study of issues on rural areas, enhancement of farmers'quality, giving impetus to agriculture development; Chapter five, conclusion.
