A New Socialist Countryside Construction Of The New Farmers To Cultivate

Based on the scientific and compulsory analysis of the objective situation of the current work of agriculture , the countryside and the peasant in our country, it is proposed that building socialist new countryside with "the developed production,the ample life , the civilized local custom ,the neat village appearance and the democratic management " is the great historic task in the process of the modernization in our country at the 5^th plenary conference of the 16^th sessions of the CCP conferences in 2005.Who does the building of the socialist new countryside depend on? It depends on the peasants, the thousands and millions of the peasants who live in the wide countryside for generations. The peasant is the main body of both the countryside society and the building of the new countryside. No matter viewed from the current situation or from the long term perspective, the historic task of building the new countryside and the realization of the modernization in the countryside can't be accomplished without both the new modern peasant with high quality and the modernization of the peasant. Therefore to cultivate and bring up thousands and millions of new type of peasants with high qualities is not only the necessary part of the issue of building socialist new countryside but also the basic project to promote the building of socialist new countryside.Since the reforming and opening -up in our country the quality of the peasant in our country has greatly improved with the development of the educational and cultural undertakings and the other services, however the quality of the peasant in our country is still relatively low in general and there is still huge disparities especially with the standard of the new type of peasants of "having the culture, understanding the technology, mastering the management skills, stressing good manners and observing the law and discipline" requested by the building of socialist new countryside. The following are some of the displays: The scientific knowledge of the peasant is quite deficient; The quality of the peasant's professional skills is low; The peasant's moral quality is also low; Their management and administration quality is somewhat low as well. The peasant's legal sense is lacking and the peasant's physical health quality is generally low ,etc. The fact that the peasant's quality is low has not only seriously restricted the rural economical development in our country and the increase of the peasant's income but also greatly hindered the process of constructing the new countryside.To improve the peasant's quality, cultivate and bring up a large amount of new type of peasants who have knowledge , understand the technology, master the management skills, stress good manners and observe the law and discipline is an arduous and long-term task which can't be accomplished at the first try. According to the basic request of the peasant's quality demanded by the building of socialist new countryside, the key point is to complete the work in the following several aspects. We must comprehensively improve the scientific and cultural quality of the peasant by vigorously developing the fundamental education in the countryside; Make efforts to improve the quality of the peasants' professional skills by vigorously developing professional skills training in the countryside. Make effort to improve the peasant's moral quality by strengthening the construction of the spiritual civilization in the countryside; Enhance the peasants' quality of democratic politics and their legal quality by strengthening the construction of politics civilization; Improve the peasant's physical quality by unifying the development of the new rural cooperatives medical service and the initiation of the modern and healthy life style.The text can be divided into three major parts. Part one elaborates and analyzes the necessity and significance of cultivating a large amount of new type of peasants in view of the basic request of building socialist new countryside. Part two further analyzes the current situation of the peasant's quality in our country and its influence on agricultural development, countryside construction and the peasant's income increase in our country and makes it clear that the fact that the peasant's quality is low is the important bottleneck that restricts and affects the process of building socialist new countryside. Part three analyzes and discusses the measures and the methods to improve the peasant's quality in our country and cultivate the new type of peasant in view of the current situation in our country.We must view the great significance of the cultivating the new type of peasants regarding the construction of the new socialism countryside in our country from the strategic point of view to realize the importance of enhancing the peasants' comprehensive quality. This article proposes a series of measures and methods to improve the quality of the peasants in our country and to cultivate "the new type of peasants" on the basis of the analysis of the current situation of the peasants' quality in our country. as well as its influence on the development of our country, attempting to make the further discussion on the relationship between the peasants' quality and the new socialism countryside on the basis of the predecessors' studies in order to provide the certain reference to and profit the current significant task of constructing the new socialist countryside.
