It is a great event to our party and government to build new socialistic rural area, develop rural economics, and increase income of general fanners. The primary factor for assuming power is using human resources properly. So, the function of village cadres should be performed completely in the work of building new socialistic rural area, because they are leaders who develop rural economics and lead the general farmers to become rich. But now, unfortunately, village cadres' enthusiasm have not been aroused fully, many of them lack the desire to do better and the sense of responsibility. The main reason creates this kind of phenomenon is the villagers autonomy still has many problems, and another one is the imperfect supervision and incentive mechanism of village cadres. Then, to establish a scientific and rational evaluation system of village cadres is crucial. This thesis is focusing on the elements discussed above, focus on how to construct a scientific evaluation system of village cadres.The first chapter discusses the role and status quo of village cadres in the work of building new socialistic rural area. Taking constructing the socialistic new village as a background, the author analyzes detailedly an important role the village cadres should play and the current problem of them. On this basis, writer analyzes the reasons of those problems from the rural management pattern—villager autonomy, and highlights the significance of the evaluation system of village cadres.The second chapter focuses on the current status and problems of the evaluation system of village cadres. The former half part of this chapter discusses the lack of evaluation system of village cadres from two aspects. The latter half part discusses mainly on the current evaluation system of village cadres, and points out that there are many problems from the contents to methods existing in the current system. Otherwise, this part indicates directly the necessity of establishing the evaluation system of village cadres.The third chapter mainly elaborates the historical evolution of our national staff and evaluation mechanism. This chapter is divided into five stages to explain the evolution of staff and evaluation mechanism in previous dynasties, and summarizes the useful experience from that the work of establishing the current evaluation system of village cadres can profit.Chapter IV mainly researches how to establish a scientific evaluation system of village cadres that is in conformity with the reality of rural areas. Relatively, this chapter is concerned the most important. It elaborates the action of establishing evaluation system mainly from such five aspects as principle, contents, methods, application of the results, and legislation of staff evaluation.The fifth chapter mainly puts forward some other incentive measures relative to evaluation system. In order to explore the incentive rule, this chapter first describes the incentive mechanism of some classical theory, like as Maslow's hierarchy of needs theory and the utility theory of economics. And last, the chapter raises four specific incentive measures.
