The Nineteenth National Congress put forward the implementation of the rural revitalization strategy,agricultural and rural development to the national strategic height for decision-making and deployment.The rural revitalization strategy is a major strategic conception of our party to build a modern powerful country in the new era.It has important strategic significance,is a major measure to solve the principal contradiction in China's new era,is an important starting point to make up for China's shortcoming in development,and is a fundamental measure to build a moderately prosperous society in all respects.General Secretary Xi Jinping pointed out: "In order to develop in the countryside,farmers must get rich,and the key is to look at the branch." Village cadres lead every family in the countryside to become rich,and the effectiveness of their work directly affects the production and life of the peasants,and directly affects the development of the countryside.The village cadres are the link between the villagers and the township party committee and government.They are the concrete implementers of the party's various rural line policies and the main providers of rural public goods and public services.They play an important role in village governance;but they also expose There are many problems such as slack work,high work pressure,and even corruption.Therefore,a set of effective work incentives is essential to improve the enthusiasm of village cadres.This study collected and analyzed the basic situation of the work of village cadres in P county by means of literature research,investigation research and in-depth interviews,and explored the problem of improving the work incentive mechanism of village cadres by using incentive theory.This study is divided into five parts: the first part is the introduction,elaborating the research background and significance,introducing the existing research and research methods in the academic world,and putting forward the innovation and shortcomings of this study.The second part introduces the overall situation of the three towns in P county and the basic situationof the work of village cadres.The third part expounds the problems and reasons existing in the management and motivation of the rural cadres in P county.The fourth part put forward the countermeasures and Suggestions to perfect the incentive mechanism of village cadres in P county.The fifth part is a summary of this study and a tentative idea of future research.This study believes that P county belongs to a split village dominated by agriculture,so the work of encouraging village cadres should pay attention to perfecting the incentive mechanism of village cadres from the aspects of perfecting the positive incentive system,innovating the negative incentive system,perfecting the talent construction system,eliminating new formalism and standardizing the democratic supervision system.Only when the work of county and village cadres is reasonably positioned can the Suggestions put forward to improve the incentive mechanism of village cadres in the county be feasible,can the initiative of village cadres be increased in the implementation of rural revitalization strategy,and can provide a strong guarantee for building a moderately prosperous society in all respects.
