With the deepened development of China's socialism market economy, the scale of floating population into the urban areas is constantly increasing. On the one hand, the increase of floating population has contributed enormously to the economic prosperity and societal advancement. On the other hand, accompanied issues like public security, city construction, civilized education and societal management in this process are emerging. As a policewoman, what concerns more of my attention is the public security issue. As we all know, many societal problems like unemployment, disparity between the rich and the poor and misgovernment are caused due to the asymmetric development of city. And they have become a crucial reason for those less effectively curable societal problems, rendering a worsening public security situation and a mounting rate of crime commitment. To some extent, particularly the problem of floating population's crime commitment is so serious that it has already affected the development and stability of city. Hence, how should we refrain this problem is not only a practical task for police labor but also an important research project for the academia in the hope of public security and societal stability. Since effective solution to this problem can be an essential precaution to control floating population's crime commitment. And thus we can build a match able preventive mechanism to pave way for promotion of economic development. This is the objective and significance of my choice of this topic as my dissertation.There are five chapters of my dissertation. From both a positive and negative perspectives of floating population's impact on city development, the second chapter analyses the importance of population's floating and the necessity of preventing their crime commitment. The third chapter expounds the current situation and characteristics of floating population's crime commitment in terms of personnel age, their objects, organizations and crime ratio. The fourth chapter puts more emphasis on the analysis of reasons for ascending crime commitment from a comprehensive angle of transformation of social system, societal environment and degree of citizens' education. According to the reasons and characteristics of floating population's crime commitment, the fifth chapter proposes an idea that we should not only consummate law institution and government policy but should also provide a three-dimensional safeguard with a consideration of economic development, upgrading education, refining social security system and healthy community construction to maintain floating population's legal rights and interests. Only by this, can we prevent and control the problem and utilize their advantages to lead them onto the way of actively mingling into city development and market economy.This dissertation proposes the floating population's crime commitment, which the author believes is not only a law issue but also a social problem. With this regard, this dissertation analyses this issue from a comprehensive perspective and proposes solutions based on the analysis. One of the disadvantages of this dissertation is that the author is relatively lack of theoretical knowledge, which could be a reason for a comparatively shallow and less persuasive research and study. In the future practical work and theoretical advancement, the author will intend to make progess at this aspect.
