Performance assessment is the key link of Human Resource Management and the basement of employee allocation,employee training and stimulating of other Human Resource Management. However, currently the performance assessment in organization is appraised focusing on employee individual surface, team achievement effect estimating is still a blind spot.The institution has already beginning to be setted about task reforms by Chinese government, but institution reforms management system be to need to change tradition's at all most inconsistent with socialist market economy. Human Resource Management is most important and pretty weak link of management system of institutions , try to explore new ways new Human Resource Management method and idea are the important link that institution reforms therefore. The team achievement effect appraising idea trying to probe one kind of brand-new achievement effect on appraising a basis in the tradition achievement effect, appraises the main body of a book.That the achievement effect appraises a team is a new research field , is in the exploration stage on practice.
