| After reforms and opening-up, with the briskness of market economy, the fast processes of industrialization and urbanization, more and more peasants pour into city seek job instead of farming. It has formed a "floating population" colony paid close attention to in the society extremely. The difference between population issue and other social problem lies in it is not merely a kind of regular people's phenomenon because of flowing; it is a kind of social economic phenomenon even more. It has particular double social functions.We choose the floating population who work in the city of Changshu as the objects and get a comprehensive and precise knowledge of this group's characteristics by collecting materials, typical investigation, releasing the questionnaire, etc. From analyzing such as the age, education, employment range, income state of floating population, we point out that the man employment range with a younger age, higher education and more skills will have more space and more opportunities to choose jobs. It is more difficult on the contrary. From studying on the harmony of life state, children's education, insurance with local society, we conclude that the demand of legitimate rights and interests, social security and law aid of floating population are relatively great. In fact, with the better admittance, Changshu has become a fondness immigrant area for more and more floating population.We also give some suggestions and countermeasures to set up the mechanism and improve the immigrant environment both for floating population and city.1. Adjust and control scale and quality of floating population by upgrading of industrial structure.2. Strengthen the security mechanism for the law rights and interests of floating population.3. Improve the management mechanism of floating population accordingly.4. Advance "new citizen of Changshu" plan, promote the harmony between floating population and local inhabitants.
