On The Challenge Of Government Management Put Forward By Diversified Interest Group And Its Countermeasures

China has been switching from a homogeneous society to heterogeneous society through more than 20 years of the reform and opening up. Based on the system of resources distribution reform, mixed ownership, non-public economy and some other new form of ownership have appeared in China, providing the prerequisite for the transformation from the original overall interest structure to the diversified interest structure. Some static and isolated social strata and its organization have developed into interest group gradually by the promotion of market economy. The original social interest pattern was broken and new interest group and strata have been formed gradually, laying an influence on the decision of government at all levels in varying degrees. In the meantime, along with the development of political democratization, the government has not only realized the existence of diversified interest group gradually, but also acted rationally towards the influence of these interest groups. The phenomenon of interest group in the system change is the product of market economy that has developed into a certain stage, as well as the necessary need of democracy construction. In the process of building a well-off society and harmonious society in an all-round way, the existence and development of interest group, as well as the constant changes of the balance of power between these groups, have become an important factor that cannot be ignored.Related to the actual condition, the paper, learning from some achievements on interest group reached both at home and abroad, tries to have a systematic study on the situation, problems, and solutions of interest group in China so as to apply valuable theory for the development of interest group in various forms in China. This paper contains five parts: Chapter 1 is "the overview of interest group" which briefly reviews the theory of interest group and multi- interest group starting with interest group theory in politics and economy, explains the four characteristics of interest group so as to give a further explanation on the diverse development of interest group. Chapter 2 is "China's interest group", which gives an introduction of the background, basic classification and present situation of China's interest group. The deepening of reform and opening wider brings the disparity of interest patterns, causes the diversity of interest group, but there has been relatively large difference and contradiction between the strong and weaker interest group. Chapter 3 is "the necessity of the development of interest group in various forms in the transforming period". Under the irregular system at the beginning of the reform and opening up appeared some vested interest groups, while the development of market economy promotes the development and strength of other interest groups, and the contradiction between them stirs a pressing need for the development of interest group in various forms, expresses and balances the multi-interest in society to develop democratic policy. Chapter 4 focused on "the challenge of government management put forward by diversified interest group". As the regulation systems on these interest groups are still not perfect yet, the government public policy and the stability and development of democratic policy would be influenced to some extent by the interest groups; Chapter 5 illustrated "the countermeasure of government management". The development of interest group needs the co-effort from society, government and the citizens, we should integrate the social interest relation, strengthen the legal norm so as to realize the balance between interest groups.
