Responsible government is the important value orientation of worldwide administration reforms nowadays , It is also one of the objective choices of Chinese government innovation, and therefore setting up responsible governments is of great practical significance. To set up a government truly responsible to its citizens and the whole society, there needs to be a rigid system arrangement right away.The accountability system for administration is closely related to the construction of responsibility government. It is one of the main approaches to strengthen the responsibility of the government and the administration staff, and also one of the main system arrangements to strengthen government responsibility. Based on the realistic consideration on how to establish responsible governments, the article suggests to vigorously implement the administration accountability system. As a new thing in China, the accountability system for administration functions without a strong drive pushed by systematic systematism . Based on the study of some relevant experiences from other countries and Hong Kong area, the article points out the important systematism contents of the administration accountability system which includes cultivating the administration accountability culture, establishing scientific and feasible administration accountability system as well as perfecting some matching systems. And finally, the article discusses the approaches to reinforcing the systematism construction of the administration accountability system. It concludes accelerating the legislation by NPC, forming the habit of administrating according to law by administration staff through necessary trainings,controlling the administrative discretion in the administrative execution of law, perfecting supervision mechanism, advocating citizen-participation, developing the Internet, and so on.
