With its open policy, China has made the world-known achievement in political,economy and culture development. However, with the implementation of the reform andopening-up policy as well as the economic development, social contradiction inadministrative levels is increasingly outstanding, sometimes with major Civil incidents.As one of main expression forms of social conflict, it is not only the reveal ofgovernment omission in social administration, but also a huge threat for economicdevelopment and social stabilization. Therefore, correct and rational analyses to theseconflicts will make the key role. We shall find out the principle practically andtheoretically to prevent the continuity of such social conflict, thus keep these issues undercontrol and ensure the healthy development of China’s national economy and socialstability.This paper has fully expounded the Administrative accountability system whichbased on a scientific definition of “Civil Disorders”，China’s national condition andpartial point views from western social development theory. By taken the Example of"South China Tiger Incident", we will make a full research on analyzing the reason thesethings happen for superficial and officer’s dereliction of duty during the process byreferring on “Civil Disorders” in recent years.This paper elaborates the definition, principle, main characters and function ofAdministrative accountability system, and analysis the major issues from the facets of macroscopic and microscopic pointing presence and countermeasure．The improvementto Administrative accountability system will help to overcome the personality defect andabuse of rights; to abolish the thought of "valuing official titles" establishing thehumanist and a figure of work hard and perseveringly; to create a harmonious worldwith fair and justice, democracy and nomocracy; to enhance the perfection ofAdministrative accountability system itself and forming a responsible government of thepeople, by the people, for the people.This article mainly discuss the value of Administrative accountability system inhow government officer dealing with Civil disorder.
