Chinese economy have been great development both in cities and rural areas since reform and opening up,but the range of development between urban and rural areas are different. The focus of Chinese reform shifted to cities in 1985, the gap between the urban and rural areas presented an obviously widening trend so that the rural areas lag behind the city, which has restricted the further development of Chinese economic society, and affected social stability. National fully understand the importance of the rural areas and peasants problem, in view of this, the state proposed a great concept that is building a new socialist countryside, which has become the theme of the current rural governance.At present, formulate and implementate a series of rural governance policies as a means of national govern rural areas, the paper called the policy intervention. The national policy intervention was not all smooth sailing to countryside, However, will be subject to various constraints. In particular, the rural community will be confronted with the numerous obstacles, the paper called the conditions for rejection.
