In the new century, when the "three rural" issue growing, the state made a series of strategic thinking, which provides an opportunity to solve the "three rural" issue and to improve rural governance. The CPC Central Committee issued the 1st documents about guidance in agriculture and rural work in consecutive years, and issued a series of policies to support and benefit agriculture, rural areas and farmers. Country effectively intervenes to rural governance through the formulation and implementation of these policies. Objectively speaking, the majority of these policies are beneficial to the country to accelerate and promote the process of governance in China's rural areas. They are also beneficial to realize values of "innovation and development, democracy and the rule of law, justice and sharing".However, the national policy intervention to the villages of governance is not smooth. With the deepening of rural governance, the national policy intervention encountered obstacles from the countryside what we call social rejection. This resistance consciously or unconsciously rejects the intervention of the state power to maintain the survival of traditional elements and the survival of existing models. Rural communities involved in rejection of national policy, forming a kind of village governance in a special tension. If social rejection can not be effectively resolved, rural governance will not only hinder the effective implementation of national policy, but also may cause or exacerbate some of the new social contradictions, thus affecting the smooth progress of rural governance and the entire village governance. In the interactive process of national policy intervention and rural social rejection, we can see that is the games between several parties of interest of rural governance at work, forming the multi-game phenomenon. The main content of this paper is to analyze these game phenomena and to find out the reasons behind the games and to defuse the interests of imbalance and finally to identify the root causes of failure of national policies and the methods how national policies can be well intervened.
