The rural natural ecological environment is complex.With the rapid development of rural economy and the continuous improvement of residents' living standards,rural environmental problems have become an important factor affecting the overall development of rural areas.Strengthening the governance of rural environmental issues is related to the quality of life and vital interests of rural residents,and on the other hand to the sustainable development of rural areas.This study mainly focuses on how to realize the governance of rural community living environment,based on community governance theory and empowerment theory,and adopts social work-related professional methods and techniques,through field surveys of specific rural community(C-community)environmental governance processes,and in-depth interviews with various actors involved in environmental governance of the community,summarizing and concluding the specific environmental problems of the community and governance obstacles that arise during the process.Through the analysis and summary of relevant data,it is found that the dilemma of environmental governance in C community is not only caused by external factors such as shortage of external resources and single governance subject,but also caused by weak community autonomy and low participation of residents.Therefore,the key to solving the problem of community environmental governance lies in mobilizing the enthusiasm of community residents to participate in public affairs management,enhancing environmental awareness and enhancing the autonomy of the community.This study uses the theory and methods of community social work,and through the practice mechanism of community micro-governance,the social work intervention of community environment micro-governance.The intervention process is divided into three stages:early stage of intervention,by advocating community residents to pay attention to community environmental issues,building trust relationships with residents,and collecting relevant basic information;intervening in the medium term,mobilizing community residents through community education and mining community elites,and playing a community the internal strength to solve the problem of community living environment;in the later stage of the intervention,setting up a community environmental protection supervision team,establishing a community environmental health convention,and consolidating the effectiveness of community residents' self-government.According to the practical exploration of community social work,putting forward measures related to rural environmental governance,and exploring new directions suitable for micro-management of rural communities.The study found that,firstly,rural community environmental micro-governance should actively promote the participation of social organizations,establish contacts with the outside world,so as to achieve effective integration of internal and external resources;secondly,strengthening environmental protection functions,foster diverse entities,and promote government,community,and society.The organization and the residents' groups cooperate and co-governance;thirdly,mobilizing the community residents to participate in the community environmental governance enthusiasm,thus forming a rationally positioned rural community environment micro-governance path.
