Performance management in government departments is both a theoretic problem and an important realistic issue.It plays an active role in evaluating the governmental ability,supervising,governmental behavior,improving performance management in government departments and enhancing the relationship between government and public.With the deepening of the reform of the administratiye management system and the transformation of governmental role,the importance of performance management in govemment departmants is becoming increasingly prominent.At present,western countries have accumulated a relatively rich experience and made substantial achievements in theory and practice of governmental performance management.In contrast,the governmental performance management in China still stays at its early stage with theories being immature and many problems having remained in practice.Thus,it is imperative to step up the study on the theory and practice of governmental performance management in accordance with China's current situation.This paper starts with an introduction on the background against which the theory of performance administration came into being and the current studies.It studies the meaning and implications of performance,performance management and governmental performance management,outlines the elements of the performance management system and introduces the theoretical basis for the governmental performance management.By reviewing and summarizing the theoretic studies on governmental performance management in and out of China,the paper analyzes the current problems in China's governmental performance management and their causes.Based on that,the paper introduces the Balanced Scorecard,applies the content and method of the Balanced Scorecard and redesign the Balanced-Scorecard-based strategic performance,management model,covering the four fields of finance,customer,internal management process,and learning & growth.The paper makes a deep analysis of the feasibility of the introduction of the Balanced Scorecard into China's government departments from five aspects,namely, cultural basis,theoretical basis of new public management,the translatability of the Balanced Scorecard,implications of foreign practice and the current feasibility. Based on the case of a local taxation department of Yingtan,Jiangxi Province(taxation department of City Y),the paper analyses the construction process of the Balanced-Scorecard-based strategic performance management model.It verifies the model to be a comprehensive evaluation system and provides an example and guidance on the practical application of the-new performance management model.Finally,the paper deeply studies the obstacles facing the introduction of the Balanced Scorecard into Chinese administrative field and proposes the guarantee mechanism to apply the Balanced-Scorecard-based strategic performance management in the government department,covering building performance-oriented administrative culture,strengthening the basis of performance management,building the multi-faceted evaluation system and enhancing the information management system of the government departments.Performance management is a pretty new attempt for the administration of Chinese government departments.The novelty of this paper lies in its review of the merits and demerits of performance management in and out of China,introduction of the Balanced Scorecard by designing a the Balanced-Scorecard-based performance management system for a taxation department of City Y.This is an attempt to enhance the organizational performance and helps promote the performance management system and its localization in China,thus improving the organizational performance of the Chinese government and advancing the further progress of the modernization of China's government administration.
