The environmental matter has been always considered as a regional problem for a long time; with the recent 300 years of human society's rapid development, it has increasingly become a global focus . Along with both the globalization of economic and environmental issue, milking management regulations also become increasingly internationalized. In the process of China's economic globalization, the environment and international trade problems has become more and more serious. In fact, China's international trade has encountered some environmental obstacles and barriers. Therefore, it has become an urgent task that how to coordinate the environment and the development of international trade. This paper starts with the interrelations between trade and environment, then gives a deep analysis on the relationship between trade and environment step by step, citing the two current points of view relating with the debate on international environmental protection and trade liberalization. It is also arguing that the international society urgently needs to establish a unified coordination mechanism of the trade and the environment. In the following reasoning part, this paper proceeds with the analysis on the causes of the conflict between liberalization of international trade and environmental protection: from objective view, both the environment and the development of international trade are not in tune or even conflicting; from subjective view, some countries employ trade barriers for trade protections. Through the expatiation upon the conflicting facts of the free trade and environment from five aspects, this paper indicates the challenge of environmental protection to WTO rules so as to ultimately coordinate the trade and the environment. In the third chapter, the paper first introduces the two most important regional organizations in today's society -- the Europe Union (EU) and the North American Free Trade Agreement (NAFTA), including the initial establishment and formation of the organizations and the process how they coordinated the trade and the environment. Sequentially the paper offers guidance on how to participate in the negotiations of the trade and the environment protection development. In the last section, based on the theory and facts mentioned in the previous chapters, the paper points out that China should pay more attention to the domestic and foreign environmental policy adjustments during the development of international trade. It is imperative to abide by the WTO principles and provisions and to set the "win-win" goal for ensuring the national environmental security and promoting our economic and trade development.
