With the coming of unavoidable population aging, the study of the relationship between population aging and economic development is very urgent.As we all know, the social old-age security system is an important foundation for social stability and harmonious development of a modern nation. The building of the conception of scientific development and the realizing of the sustainable development and harmonious socialist society must be based on good population environment. It is significant, both practically and theoretically, to promote the modernization and economic development of our nation by establishing and improving the old-age security system. It requires us to make a systematic study of the current situations and the problems of the old-age security system.The passage, based on recollecting the process of our nation's old-age security reform, makes an analysis of the problems with our current old-age security system and the causes for them, and starting from the fundamental realities of our nation, proposes the strategies for improving the old-age security system.The thesis consists of four parts.Part one includes the research background, the theoretical and practical significance of the research, and the review of research findings at home and abroad. A detailed introduction is also made of the research methods and mentalities and the relevant concepts are also defined.In Part two, following the thread of policy evolution, the research is done about the developing and reforming process of our nation's old age security, pointing out the five stages during the process: the establishing period, the exploring reform, the promoting reform, the reform practices and the reform breakthroughs. Also explained thoroughly are the characteristics and constituents of our current old-age security sytem.In Part three, the major problems with our current old-age security system are pointed out, including seven aspects: empty account operation for personal accounts; high substitute ratio of public pension; low retiring age; poor pension management; single channel investment; deficiency of old-age fund supervision; and imperfect legal system for pension insurance. Also pointed out are the causes for these problems which lie in the inadequate preparation in theory, diversified economic structure and progress imbalances in security levels.Part Four is about the detailed discussion of how to improve the old-age security system of our nation, namely, the building of the sustainable old-age security developing model and the perfecting of the legal system of the old-age medical insurance fund management of our nation, on the basis of our national conditions and through the learning of the successful experience of the old-age security reform from developed countries.
