On Comprehensive Management Of University Public Security

As the deepening of China's political and economic reform, the healthy development of construction of social legal system and the advancement of the reform of management system of higher education, the comprehensive management of public security of college is facing not only development opportunities but also severe challenges.Comprehensive management of social security is the general policy of resolving the problems of our country's social order which is put forward by the Party and government. Practice shows that comprehensive management of university public security is a fundamental way to solve security problems and is an effective method to penalize criminals in the campus of Chinese characteristics. Comprehensive management of university public security has made important contributions to safeguard campuses as well as the national stability.There is no doubt that a lot of issues still need to be resolved in university and college comprehensive management of public security, such as the basic content need to be further defined, the main task need to be more clear, and the existing problems and the challenges need to be further analyzed. These issues are fundamental, involving all aspects of the comprehensive management of public security. If not resolved, they will affect the whole college comprehensive management of public security. Therefore, we must find measures and solve the issues earnestly and properly.This paper is mainly on the basic content and main tasks of the comprehensive management of university public security, and taking the existing problems and challenges as the cutting point, the author studies the countermeasures of the comprehensive management of public security in new period and seeks the rules of college security comprehensive management of Chinese characteristics, in order to promote the theory and practice of comprehensive management of university public security. This paper includes six parts:Part I: The basic content interpretation of comprehensive management of university public security. This part expounds the basic content, major targets and historical role of university defense organization.Part II: The interpretation of the main tasks of comprehensive management of university public security, including five major aspects: one is to uphold the stable political situation in colleges, the second is to manage the order around the campus, the third is to strengthen the internal security management of the campus, the fourth is to create a harmonious cultural atmosphere in the campus, the last one is to strengthen the theoretical research comprehensive management of university public security.Part III: Analysis on the existing problems of comprehensive management of university public security. The main issues are as follows: non-perfection on organizational building, no consensus among students and staff, non-institutionalized measures, not really forming a situation of joint-management. There are four major aspects of the reason: Firstly, misunderstanding of the comprehensive management of university public security; secondly, the weakening of the roles of college and university defense organizations; thirdly, the insufficiency of basic security investment to university facilities, and fourthly, improper implementation of the "local management" principle.Part IV: The perspective on reality challenges of comprehensive management of university public security. Under the new situation comprehensive management of university public security is still faced with severe challenges, they are: the impact of all sorts of social problems and contradictions on the campus, the existence of unstable factors in college, the disturbance of surrounding security environment on campus, the crime problem of college students, and the rampant sabotage activities by hostile forces in and outside campus.Part V: The measures on strengthening and improving comprehensive management of university public security, mainly as follows: strengthening the political awareness of the comprehensive management; building scientific leadership of comprehensive management of university public security system; establishing a reasonable ruling system of comprehensive management of university public security; the full display of the roles of university defense organization; and comprehensively promoting safety cultural construction of college campus.
