Research On Internet Citizens' Participation Based On Deliberative Democracy Theory

"The equal dialogue between citizens and government is always the core of democracy." Nowadays, democracy administration form has huge latent energy such as responding some important issues effectively, comprehending multicultural society. In the exploration of citizens' participation methods, public deliberation can promote democracy, legality and policy reasonable and effectively.Deliberative democracy should build more public dialogue communication. With the development of information technology, Internet can improve citizens' ability in politics participation, and enhance their right to speak .On public administration issue, no matter which form we will take, citizens' participation is the most important. While citizens' participation have to do with its surroundings, not only about the institution, but also the technical means. Meanwhile, new technology will bring us new problems and new challenge. Nowadays, our country has known some effect about Internet on democracy politics. But about internet right to speak, how to research internet citizens' participation and it's influence to government public administration based on Deliberative Democracy theory is late in China .We should develop it .It is believed that with the development of Democracy politics and information technology in our country, researching the effect of internet citizens' participation in government administration will have practical significance.The whole paper use theory and examples to analyze Deliberative Democracy and how Internet citizens' participation play a role in public administration smoothly.This paper focus on some factors about Internet citizens' participation in public administration .It based on Deliberative Democracy Theory and some examples, especially direction and restriction, it also analyses indirect expression that Internet groups to Non-Internet groups. This is the effort of my research.This paper discusses citizens' participation in formulating of public administration under Internet environment, not include business Internet behavior.
