Therefore, for the benefit of demands grow diversification. During this period, there be the main problems that if there is a effective communication and exchanges between government and citizens.Deliberative democracy theory says:real negotiation should be based on equality, freedom of discussion and dialogue. On this basis, the interests of a wide range of subjects for a discussion of public issues, negotiation, persuade others or their own compromise, so as to reach rational consensus. However, as growing and progressing of the society, citizen participation in the usual manner is difficult to meet the growing demands of interest. The so-called "representative" can represent the different interests of the people were not determined. In particularly, the network is giving citizens more power. In that condation, citizens could own their own opinion, rather than through a so-called "representative".This article attempts to use deliberative democracy theory as the thesis theoretical support, from public administration activities in the nature of citizen participation, through the analysis of the participation in the general form which in turn leads to the advantages and disadvantages of network participation. On the network space of citizen participation in public management activities there will be value analysis, including the participation of the citizen network features, participate in civic network channels, public internet participation in public management activities, as well as the way to realize the value. And then combined with our citizen network participation in public management activities of the present analysis, to hinder network participation barriers, to protect our citizens through network channel to take part in public affairs management provides some solutions. Nowadays, In development of the network, the law has been a huge increase, although the problem of citizen participation is very old, the deliberative democracy from the perspective of the citizen network participation in public management also just underway, then it is worthy of study or carried on.
