Researching On Coordinating The Relationship Between City Governments

Since China's reformation and opening-up, the urbanization has been speeding up, thereby urban density is improved and size of the cities is expanded. Therefore, the city group, industrial belts, which reflects that accumulating is to achieve common development, and the styles are taken as the city's future model so policy makers increasingly come under the concern of them. So far in China, not only city groups which are in a provincial region are formed, but also city groups which are beyond a provincial region are founded. The goal of City Group is to integrate economics to achieve common development, but the achievement of this goal requires the city groups and all cities in every group cooperate with each other and healthily compete. With China's socialist market economy continuously developing and of the reform continuously deepening, though the Government's role in economic construction has been changed, its function which makes provision of services and order platform for economic development such as the regulatory system are still very prominent, therefore, the city government in the urban agglomeration's economical development can not be overlooked, and coordinating relations between the Government is also particularly important. In view of the author's writing ability and the purpose of this paper, the Central Plains City Group is taken as the background to research relationship coordination between city government. Central Plains City Group is an economic development plan which is made in the 20^th Century 90s by Henan province in accordance with economic development in domestic and Henan province. The Group including Zhengzhou, Luoyang, Kaifeng, Xinxiang, Jiaozuo, Xuchang, Pingdingshan, Luohe, Jiyuan. The coordination of the relationship between the nine cities is the object of this paper. Looking at the relationship model can be roughly divided into the following three types: the traditional model of central control, local self-government model and network model, according to the characteristics of different model, Bureaucracy, market mechanisms, and network channels have been taken to coordinate their relations. Based on these, in this paper, factors which impact relationship between the City Governments are analyzed, for example, the city's historical, financial system, the system which is used to evaluate government officials, Henan province government and so on. Based on the analysis the methods which are used to coordinate intergovernmental relations are look forward to be found.
